In an ever-evolving educational landscape, where innovation and evidence-based practices are paramount, developing a comprehensive Research Policy Framework for public basic education Implementing Unit (IU) Schools is imperative. After meticulously examining the landscape of research culture within the IU schools and delving into the intricate web of factors influencing research productivity in South Cotabato, Sarangani, and General Santos City (SOCCSKSARGEN) Region, it has become evident that a comprehensive approach is essential to elevate scholarly endeavors.
With the mandate of the Governance of Basic Education Act of 2001 (RA 9155), Chapter 1, Section 7 (5), ordered the Department of Education (DepEd) to "undertake national research and studies" which will serve as the basis for necessary reforms and policy inputs, this Research Policy Framework is a beacon guiding our educators and administrators towards attaining a high research culture for Implementing Unit schools.
The findings of the study on the extent of research culture prevailing in IU schools have provided a comprehensive overview of the research landscape within the SOCCSKSARGEN region. The results found a notable difference in research output across different Basic Education Research Agenda (BERA) themes and school years. The assessment of the overall research culture within IU schools indicates a fair rating, with only a small percentage of school administrators and teachers demonstrating the necessary competencies and commitment to conduct research effectively. Also, the identified hindering and facilitating factors influencing the research culture within public IU schools not only shed light on the current state of research activity but also underscored the complexity of the challenges encountered. While there are strengths in the existing research culture, underlying issues also need to be addressed.
The low research productivity of IU schools across all divisions, regardless of school size, highlights the urgency to address the barriers impeding progress. Hence, this Research Policy Framework will serve as a strategic blueprint designed to cultivate a vibrant research ecosystem, foster innovation, and empower academic communities. It is essential to help streamline research efforts, ensuring consistent and balanced output across different schools in the divisions of SOCCSKSARGEN.
Aligned with the DepEd Order No. 13, s. 2015, known as the Establishment of a Policy Development Process at the Department of Education and in the absence of established policy applicable for the Implementing Unit schools, this proposal aims to provide a basic and systematic blueprint of the conduct of research in the lowest level of governance in DepEd as collaboratively proposed by the school administrators and research experts of the IU schools in SOCCSKSARGEN.
The Research Policy Framework embodies a commitment to fostering a healthy culture of inquiry and innovation. It encourages collaboration, reflection, and recognizing that the pursuit of knowledge is a collective endeavor. Promoting research activities among school personnel further deepens understanding of effective teaching strategies and paves the way for meaningful professional growth.
