Competencies of WCPD Investigators in Las Piñas City Police Station Towards the Development of an Intervention Program

This study assessed the competencies of Women and Children Protection Desk (WCPD) investigators at the Las Piñas City Police Station towards developing an intervention program. The research highlights the critical role of WCPD investigators in handling cases of violence against women and their children (VAWC), requiring not only technical expertise but also empathy, communication, and collaboration skills.
The mixed-method research design combined quantitative surveys with qualitative interviews to comprehensively evaluate the investigators' competencies across key areas such as investigative skills, legal knowledge, organizational awareness, communication, research, teamwork, and negotiation. Data was collected from two groups: WCPD investigators and personnel from the Local Social Welfare Development Office, both of whom play crucial roles in VAWC case management.
The study revealed that WCPD investigators are generally competent in the aforementioned areas, though some challenges remain, including resource constraints, insufficient specialized training, and gaps in community outreach and inter-agency collaboration. The qualitative component identified emotional strain and case complexity as significant stressors for investigators.
Based on these findings, the study proposes an intervention program focused on enhancing the investigators' skills through tailored training, improved collaboration with related agencies, and increased resources to support their work. This program aims to address gaps and improve the effectiveness of WCPD investigators, ensuring better protection and support for women and children in Las Piñas City.
